Library Card Eligibility

North Kansas City Public Library cards are available for free to residents of Clay, Platte, and Jackson counties in Missouri and Wyandotte and Johnson counties in Kansas.

Library Card Application

A completed library card application form is required along with photo identification (for patrons 16 years old and over).

Adult Patrons Age 18 and older

Photo identification confirming name is needed to apply for a library card. With appropriate photo identification, a library card may be issued at the time of application.

Patrons Age 16 to 18

Patrons age 16 and over must present one piece of photo ID; they may use either a school ID, Missouri ID, driver's license, or other reasonable documentation for ID. If a parent or guardian is present, they may give verbal identification.

Patrons Age 13 to 18

It is considered that for individuals between the ages of 13 and 18 allowed in the library without a parent or guardian, the parent or guardian has granted implicit permission for that individual’s access to library materials and services, including registering for a library account. Parents or guardians that are present and allow an individual between the ages of 13 to 18 to have a library account are agreeing to allow that individual full access to the library’s collections and services. Library staff do not accept any responsibility for monitoring the browsing or material selection of individual patrons.

Patrons Under 13

Patrons should be present at the time of application. ID is not required. A parent or guardian must sign the application. The parent's signature acknowledges responsibility for the library card and material(s) borrowed against the card. This signature also affirms that the parent or guardian accepts full responsibility for the materials viewed or checked out by the individual. Library staff accepts no responsibility for the supervision of minors or the materials that they browse or check out. The library offers filtered internet access on some of the lower level public access computers for use by persons under the age of 18. The library offers filtered internet access on the Tween Room public access computers for persons from age 8 to 14. Any person under the age of 18 must use these computers, per Missouri state law.

It is North Kansas City Public Library’s policy that all individuals are free to view or check out any materials from the collection without restriction by age. Children are not limited to the juvenile collection, although juvenile collections are kept together to facilitate use. Responsibility for a minor’s access to materials rests with the parent or guardian, not with the Library.
