The North Kansas City Public Library provides Internet access as an extension of its commitment to meeting the informational needs of the community.
The Library has no control over the information accessed through the Internet and cannot be held responsible for its content. The Internet is a worldwide community with a highly diverse user population and it is the public's responsibility to use this resource wisely.
The Internet computers must be used in a responsible manner, respecting the rights of others, and taking care with use of the equipment. Computer and Internet settings may not be changed. The computers in the main area on the upper level can only be used by adults over the age of eighteen (18). Computers in the Tween Area can only be used by those patrons between the ages of eight (8) and fourteen (14). A selection of computers on the lower level can be used by patrons of any age, the remaining computers on the lower level can only be used by adults over the age of eighteen (18).
Computers may not be used for any fraudulent or unlawful purpose, including any activities prohibited under any applicable federal, Missouri, or local laws. Violation of current Missouri law in regards to accessing and displaying pornography and/or obscene materials will result in suspension of computer privileges.
All computers within the Library, including staff computers, are filtered for pornographic and sexually explicit web sites in accordance with the Children's Internet Protection Act. Patrons connecting to the Library's network with a laptop computer also will be filtered for pornographic and sexually explicit web sites.
Adults doing legitimate research may request that filters be disabled for specific website addresses. Access to e-mail and social networking websites is allowed on all computers. Patrons are responsible for all printing from computers. Black and white single sided copies cost ten (10) cents per page, black and white double sided copies cost twenty (20) cents per page. Color single sided copies cost fifty (50) cents per page, color double sided copies cost one (1) dollar per page.
Computer use by patrons is limited to a total of one (1) hour per day. A patron can extend their time for an additional hour, in (30) thirty-minute increments, only if the computer is not reserved for another patron. A further extension of the time limit may be granted at the librarian's discretion only if the computer is not reserved for another patron.
Patrons owing $30.00 or more in fees will be blocked from using the Library's Internet computers.
Patrons are encouraged to return overdue items or work out a payment plan with the Library staff.
Library cards are required to use an Internet computer. Library cards may be issued with a photo ID and a current address in the Kansas City five (5) county area (Clay, Platte, Jackson, Wyandotte and Johnson counties). Patrons with a photo ID outside of our five county service area may be issued a Guest Pass to use a computer. Patrons are required to use their own library card. Using multiple cards in order to increase the length of time on a computer is against policy and can lead to a loss of computer privileges.
A patron who violates any part of the Internet Access Policy immediately will be banned from using the Library’s public computers for a week. A second violation of policy will result in one-month ban. A third violation of policy will result in a one-year ban. Patrons may permanently lose their computer privileges for repeated violations of the Internet Access Policy.
