The North Kansas City Public Library Board of Trustees is charged with providing a safe; quiet, and pleasant place for every library customer. Every customer has the right to use the library undisturbed and every library employee has the right to work without undue interference. Library customers and staff should be free of any threat of harm, invasion of property or gross indignity.
All conduct that disrupts the use of this library's facilities, collections and services or is defined as unacceptable in this library is prohibited.
Examples of unacceptable conduct include, but are not limited to:
- Excessively loud conversation or rowdy behavior
- Fighting or abusing library customers or staff
- Using offensive, threatening, harassing or abusive language or gestures
- Following staff or customers around the building or staring at staff or customers such that their job performance or use of the library is disrupted
- Damaging, defacing or misusing library materials, equipment or facilities
- Smoking, tobacco or vapor products in the library or within 25 feet of library building
- Sleeping on library premises
- Public inebriation on library premises
- Possessing or using alcohol or controlled substances on library premises
- Inappropriate attire—shirts and shoes must be worn inside the library, no wet clothing, swimwear or clothing with offensive language or images
- Personal hygiene that materially disrupts others from using library facilities, collections or services
- Using library restrooms for bathing, washing and drying of clothes or utensils, or meal or food preparation
- Remaining in the library after closing hours
- Soliciting or panhandling
- Playing audio equipment without headphones
- Use of cell phones in designated “no-cell phone” areas.
- Leaving children under the age of 8 unattended
- Bringing animals into the Public Library except for assistance dogs
- Bringing in to the library bedrolls, blankets, sleeping bags, skateboards, and other equipment that may obstruct library customers’ use of the facility
- Obstructing library entrances or exits or aisles or program areas in any manner, which impedes or restricts public access or presents a safety hazard—this does not apply to City staff or contractors doing library maintenance and repair
- Entering unauthorized areas on library premises
- Violating any City Ordinance or State Statute on library premises
Library staff will warn anyone violating the Rules of Conduct at the time of the offense. If the conduct continues, library staff will ask the person to leave the library premises. Staff may expel the offender without a warning at the discretion of staff in serious, threatening, or willfully malicious situations.
Violation of the Library's Code of Conduct may lead to revocation of library privileges, including the right to visit the library facility. Repeat offenders or persons asked to leave the premises who do not comply may be subject to prosecution for trespassing.
